If your agency ad account has just been suspended, stop duplicate top-ups and save the suspension notice, account ID and current balances. An account-level suspension can stop delivery, but it does not automatically delete a Pixel or guarantee a refund or replacement.
Campaigns: Google Ads and TikTok stop all ads after an account-level suspension. On Meta, first confirm whether the restriction affects the ad account, user, Page or Business Account.
Balance: It is not automatically lost or refundable. Trace the provider wallet, pending top-ups, platform balance and unsettled charges separately.
Pixel and measurement: The asset may still exist, but continued use depends on ownership, permissions, platform status and the scope of enforcement.
Replacement: It is not automatic. Eligibility depends on the cause, platform review, provider terms and whether the required business and measurement assets can be used compliantly.
Treat suspension first as a delivery and access incident - not as proof that every connected balance, campaign record or measurement asset has disappeared.
A suspension response begins by identifying the restricted asset, locating the funds and confirming measurement ownership before an appeal or replacement is attempted.
First-Hour Suspension Checklist
The first hour should create a reliable record and prevent the incident from expanding.
Freeze avoidable changes. Stop duplicate top-up attempts. Do not clone campaigns into several new accounts or remove partners, Pixels and payment methods without understanding the impact.
Preserve the evidence. Save the exact notice, email, account ID, reason shown and time observed. Check whether another authorized user sees the same restriction.
Identify the scope. Determine whether the affected object is an ad, campaign, ad account, user, Page, Business Account, Business Center or billing function.
Locate the money. Record the provider wallet balance, every pending top-up, the visible platform balance and any unbilled or invoiced charges.
Preserve the asset map. Record campaign, domain, Page, profile, catalog, Pixel, dataset, Google tag and conversion-action IDs. Note who owns each asset and which users still have access.
Open the correct case. Use the official platform appeal or verification path when eligible, avoid duplicate appeals and follow the submission rules displayed by the platform. Report the incident against the affected AdShow account record.
Choose only a permitted next step. The outcome may be further review, document submission, balance reconciliation, transfer, refund or an eligible replacement assessment. Give the case an owner and a follow-up time.
First Identify What Was Actually Restricted
Media buyers often use the word "suspended" for several different events. That shorthand is risky because the correct response changes with the enforcement level.
Ad rejection: One creative or destination may be unable to run while other eligible ads continue. This is not necessarily an account suspension.
Campaign or payment limitation: Delivery, verification or funding can fail while the account remains active.
Ad-account suspension: Campaigns in the affected account may stop, but report, billing and asset access vary by platform.
Business-level restriction: A Meta Business Account or TikTok Business Center can control several accounts and assets, so the impact may be wider.
User or profile restriction: The assets may still exist and another authorized user may retain access. The incident may be identity, security or permission related.
Before escalating, record the exact wording shown in the platform, the affected ID and the level at which the notice appears. A screenshot reading "ad rejected" should not be reported as a disabled Business Account. Precision speeds up every later decision.
What Happens to Active Campaigns?
The safest initial assumption is that delivery associated with the restricted asset is at risk. The exact result is platform specific.
Meta and Facebook agency ad accounts
Meta's official guidance says restrictions may limit a business's ability to advertise or sell. It separately identifies restrictions involving an ad account, user account, Page and Business Account. If a decision appears incorrect, the advertiser can request a review in Business Support Home.
That distinction matters. If only an ad is rejected, other eligible ads may continue. If the ad account cannot advertise, campaigns under that account cannot deliver normally. If a user is restricted, another properly authorized user may have a different access outcome. Confirm the affected object in Business Support Home rather than extrapolating from one notification.
Meta's advertising restriction guidance says reviews are typically completed within about 48 hours but may take longer. Treat that as guidance, not a guaranteed service level.
Google Ads agency accounts
Google is explicit: all ads in a suspended Google Ads account stop running. According to the official Google Ads account suspensions overview, the advertiser can generally still enter the account, view information, download reports and use limited functions such as appeals, verification, payments, cancellation and eligible refund requests, although access may end after an extended period.
The account is otherwise mostly read-only. Google also warns that related accounts and newly created accounts may be suspended. Opening another account before resolving the enforcement issue is therefore not a safe workaround.
TikTok agency ad accounts
TikTok also states that all ads under a suspended ad account stop. Its account suspension guidance says the ads return to their previous status if the suspension is lifted, although delivery should still be checked before budgets are restored.
Admin and Operator users may be able to change delivery status, but other account and campaign settings can be restricted. TikTok also limits some Pixel functions, and a suspended agency account cannot be used to create or fund new ad accounts.
The practical lesson is simple: do not judge an incident from a campaign toggle alone. Verify whether the campaign, ad account, business environment or payment capability is the object under restriction.
What Happens to the Balance in a Suspended Agency Ad Account?
There is no single "account balance." A buyer may have money in several locations at the same time, and each location follows a different process.
1. Provider wallet balance
This is money still recorded in the agency account provider's wallet and not yet allocated to the advertising platform. It is governed by the provider's current terms, withdrawal rules and payment method.
It should not be confused with the amount visible inside Meta, Google Ads or TikTok.
2. Pending top-up
A top-up request can be submitted but not yet completed. The first operational question is whether it can still be stopped or whether the transfer has already reached the platform side.
Do not submit repeated top-ups because the first request appears delayed. Duplicate requests can increase exposure while the incident is being investigated.
3. Prepaid platform balance
This is money already credited to the advertising account. Platform refund eligibility, account ownership, payment method and the reason for suspension can all affect what happens next.
Google does not say that suspension automatically triggers a refund. Its billing guidance after account cancellation explains that eligible remaining funds are generally returned after cancellation, usually through the original payment method, while promotional credits are not refundable.
TikTok uses a separate review process for suspended accounts. Its suspended-account refund policy says approval depends on the circumstances and policy review. Deductions and payment-processing conditions may apply. A visible balance is therefore not the same as an approved refund.
Meta's Self-Serve Ad Terms also make blanket refund promises unsafe. They generally describe advertiser balances as non-refundable and allow unused balance to be forfeited after certain violations where permitted by law. The result can depend on the terms, the reason for enforcement and applicable law.
4. Accrued postpaid or invoiced charges
A suspension does not erase valid advertising costs already incurred. Automatic billing and monthly invoicing can leave an amount payable even after delivery stops. Reconcile the last date of spend, unsettled charges and any later adjustments before calculating the net balance.
The balance question to ask
Instead of asking only, "Will I get my balance back?" ask:
How much remains in the provider wallet?
Is any top-up still pending?
How much has reached the platform account?
Are there unbilled or invoiced charges?
Who controls the original payment method?
Is the requested action a transfer, withdrawal, platform refund or provider refund?
Which fees or policy conditions apply?
AdShow's public FAQ describes transfer and refund paths for eligible unused advertising balance, while stating that subscription and setup fees are non-refundable. Eligibility, the exact account, the incident and the payment path still need to be verified. Buyers should review the current AdShow FAQs and the account-specific conditions instead of assuming that every visible amount has the same status.
For a deeper explanation of wallet funding, service fees and media balance, see AdShow's agency ad account total-cost model.
Is the Pixel Lost When an Agency Ad Account Is Suspended?
Not necessarily. A tracking asset and an ad account are related, but they are not the same object.
The important questions are who owns the measurement asset, where it lives and which business or account has permission to use it.
Meta Pixel and datasets
Meta now connects website event data to a dataset, and a dataset can share the same ID as its Meta Pixel. A restriction does not support the universal conclusion that the Pixel has been deleted. It also does not guarantee that every user will retain access.
Record the dataset or Pixel ID, the Business Portfolio that controls it, partner assignments and user permissions. If the restricted ad account only had access to an advertiser-owned dataset, the ownership situation may differ from a Pixel created and controlled inside an agency environment.
Do not remove partners or disconnect assets during the first response unless the platform or security investigation requires it. An impulsive permission change can create a second access problem.
Google tag and conversion actions
Google does not use "pixel" as the general product name in this context. Media buyers should identify the Google tag, conversion actions, data segments and the manager or client account that owns them.
Google supports both client-account conversion tracking and cross-account conversion tracking managed through a manager account. That means a suspended client account does not, by itself, tell you who controls every conversion action.
Do not apply Google's canceled-account rules to a suspended account. For example, Google documents later changes to remarketing lists after account cancellation, but that is a different status from suspension.
TikTok Pixel
TikTok provides the clearest platform-specific example. A suspended ad account can lose access to Pixel transfer and access functions. However, TikTok's official Pixel Sharing FAQ says that when a Pixel was already transferred to Business Center, suspension of the ad account that created it does not prevent the Pixel from being used by other ad accounts. The suspended account cannot newly share the Pixel while suspended.
This is why asset architecture should be planned before an incident. An advertiser-controlled business environment with documented partner access is easier to audit than a tracking setup whose ownership no one can identify.
Does Suspension Qualify for an Agency Ad Account Replacement?
Replacement should be treated as a controlled, compliant operational request after the restriction, appeal status and asset ownership have been verified. It should never be presented as a way to evade platform enforcement.
Eligibility can depend on:
The selected AdShow plan and account-specific terms.
Whether the incident occurred before spend or after campaigns began.
Whether the account itself failed or the advertiser's campaign, offer, landing page or conduct caused the restriction.
Whether platform verification or an appeal is still required.
Whether unused balance is transferable, refundable or still under review.
Whether the advertiser can legally and technically use the required Page, profile, domain, Pixel, dataset, tag or audience from another account.
A replacement ad account does not automatically inherit campaign IDs, optimization history, billing records, account-level audiences or measurement permissions. Some campaign structure can be rebuilt where a platform allows it, but that is different from transferring the historical identity of the old account.
Before requesting replacement, answer three questions:
What caused the original restriction? Reusing the same non-compliant destination or claim can reproduce the incident.
What must remain under advertiser control? Confirm Pages, profiles, domains, catalogs, Pixels, datasets, Google tags and conversion actions.
What action is permitted now? An appeal or verification step may need to finish before another account is provisioned.
Google warns that new and related accounts may also be suspended. TikTok advises advertisers not to create new accounts while a suspension appeal is being reviewed. Those instructions take priority over the desire to restore spend quickly.
What to Include in an AdShow Suspension Report
A useful report should let the next operator act without reconstructing a chat history. Copy this template and complete every available field:

Incident time and time zone:
Platform balance:
Provider wallet balance:
Pending top-up IDs and amounts:
Affected campaign and domain:

How AdShow Organizes the Incident Workflow
AdShow is a self-service platform providing agency advertising accounts for Meta and Facebook, Google Ads, TikTok, Microsoft and Bing Ads, Snapchat, Taboola, Outbrain and other major platforms.
In AdShow, open the affected account and submit the suspension report from its dashboard record. Attach the platform notice, account ID, balances, pending top-ups and official appeal case ID. The dashboard keeps the incident tied to the account and funding history; Telegram may notify top-up completion but is not the case record.
This structure does not override a platform's enforcement decision. It improves the information available to determine what happened and which next step is allowed under platform rules and account-specific terms.

Frequently Asked Questions
Can I withdraw the unused balance from a suspended ad account?
Possibly, but not automatically. First establish whether the money is in the provider wallet, a pending top-up or the advertising platform. Refund eligibility and method depend on the provider terms, platform, account ownership, payment method and cause of the restriction.
Is my Meta or TikTok Pixel deleted after suspension?
Suspension does not justify assuming that a Pixel was deleted. Continued use depends on asset ownership, permissions, platform status and the scope of enforcement. TikTok says a Pixel already transferred to Business Center can continue to be used by other ad accounts even if the creating ad account is suspended, but the suspended account cannot newly share it.
Can campaigns be transferred to a replacement account?
Campaign structure may sometimes be rebuilt, but account history, campaign IDs, optimization state, balances and asset permissions should not be assumed to transfer. Verify each component separately.
Does every suspension qualify for an AdShow replacement?
No replacement should be treated as unconditional. Eligibility depends on the current plan and account terms, the cause of the incident, platform requirements, campaign compliance, balance status and asset access.
Should I create a new ad account while appealing?
Not by default. Google warns that related and newly created accounts may also be suspended, and TikTok advises against creating new accounts while an appeal is under review. Follow the official instruction shown for the affected account.
Can I still download reports?
Google says suspended accounts generally retain report access in a mostly read-only state. TikTok and Meta access can vary with the restriction and permissions. Export what is available, but do not promise report access across every platform and enforcement type.
The Goal Is a Controlled Recovery, Not a Fast Workaround
An agency ad account suspension creates urgency, but speed without classification can make the situation worse. Repeated payments increase cash exposure, permission changes can separate a buyer from its measurement assets, and replacement accounts opened without resolving the cause can trigger related enforcement.
A controlled recovery identifies the restricted object, locates every balance, documents asset ownership, uses the official review path and records the permitted next action. A resilient media-buying operation can explain where the funds are, who controls the assets and who owns the next step.
Platform policies and account-specific terms can change. Review the current official guidance and applicable AdShow conditions before acting.
