A Google Ads campaign with zero impressions is not automatically suspended, broken, or underfunded. “Eligible” only means the ad can participate when all other conditions are satisfied; it does not guarantee that the campaign will enter or win an auction. In practice, the fastest diagnosis moves from account-wide blockers to ad status, schedule and targeting, bids and goals, and finally auction demand.

A Google agency ad account vs individual account comparison must begin with terminology. Google officially distinguishes serving accounts, manager accounts, payments profiles and Individual or Organization account types. The market phrase “agency ad account” may describe a serving account created or managed through an agency, sometimes with provider billing and support. It is not automatically a special policy class or an upgrade that makes suspension impossible.
