TikTok's new-advertiser instructions, updated in September 2025, separate entering business information, selecting an objective, creating the ad, and submitting it for review. That sequence matters: account approval and ad review are related platform controls, but they are not the same status.
2. Choose the first-campaign workflow deliberately
TikTok's guided campaign creation documentation, updated in May 2026, says a new account's first campaign may use a three-step guided flow, with an option to switch to manual configuration. Use the guided route when speed and a reduced setup surface help; use manual configuration when you need direct control over the available settings.
Define the business result you want before selecting an objective. Do not select an objective merely because it is the first visible option.
Choose guided, Smart+, manual, or search-related setup only from the choices actually available for that account and objective.
At campaign level, confirm the objective and any campaign-level budget choice.
At ad group level, review the available audience, placement, optimization, schedule, bidding, and budget controls.
At ad level, verify the identity, destination, creative, copy, call to action, and any available tracking selections before submission.

3. Diagnose the correct object, not the whole account

A platform or account notice can prevent broad activity; a campaign setting can affect its child objects; an ad group can have its own delivery configuration; and one rejected or inactive ad does not prove that every object has the same condition.
Platform status: Is the Ads Manager account approved, and is a platform notice blocking activity?
Campaign scope: Is the intended campaign active and configured with the correct objective and applicable budget setting?
Ad group scope: Are schedule, audience, optimization, placement, bid, and budget selections internally consistent?
Ad scope: Was the ad submitted, and what status is shown for that specific ad?
Payment scope: Did a top-up or payment action succeed, fail, or remain unresolved? Keep that diagnosis separate from creative review.
Tracking scope: Is the event source selected and producing the event evidence required for your measurement plan?
Keep a short issue log containing the account identifier, affected object identifiers, exact status text, time observed, screenshots, and changes made. This prevents repeated edits and gives support a reproducible description instead of a general complaint.
4. Make tracking testable before spending
A destination loading successfully does not prove conversion measurement works. Before launch, define the event that represents success, where it should occur, and where you expect to observe it. Keep platform delivery evidence, event evidence, and your own order or lead records separate.
Open the final destination through the intended user path and check that the page, form, checkout, or app route works.
Complete a controlled test action when practical, without assuming that every reporting surface updates immediately.
Verify that the intended tracking source and event are selected in the available campaign setup.
Record the test time, device, destination, and expected event so discrepancies can be investigated.
Compare ad-platform reporting with your site, app, CRM, or commerce records before making a business decision.

5. Launch a useful creative test, not random volume
A recent community discussion about starting TikTok ads included advice to begin with multiple creatives. That is anecdotal operational advice, not an official TikTok minimum. The useful principle is to create enough meaningful variation to learn without spreading a small budget across indistinguishable ads.
Vary one major creative concept at a time, such as the opening hook, demonstration, proof point, offer framing, or call to action.
Keep the destination and conversion event consistent when the goal is to compare creative response.
Check that every ad matches the destination and accurately represents the promoted business or offer.
Use clear labels so reporting can be connected to the actual creative concept.
Avoid interpreting a few impressions, clicks, or isolated conversions as a stable pattern.
Budget is an input, not a promise of delivery or results. Choose an amount you can afford to test, verify the level at which it is applied, and set a review rule before launch. That rule might combine delivery, click quality, event evidence, cost, and confirmed business records rather than relying on one dashboard number.
6. Diagnose delivery and results in four layers
After submission, avoid treating every weak outcome as the same problem. Work through the layers in order; a later-layer conclusion is unreliable if an earlier layer is unresolved.
Platform status: Check account approval, payment readiness, notices, and the displayed review or delivery status of the affected object. Do not infer approval from access alone.
Object scope: Confirm that the campaign, ad group, and ad intended to run are active and that schedule, budget, audience, objective, destination, and optimization settings apply to the correct object.
Tracking: If delivery exists but events do not, test the destination and event path. Distinguish “no recorded event” from “no real customer action.”
Business outcome: If clicks and tracked events exist, compare them with qualified leads, completed purchases, revenue, margin, or another business record. Platform activity can be technically valid yet commercially poor.
If Smart+ or manual controls appear different from what another buyer sees, do not assume the account is broken.
